The NSP Learning Center is a one-stop shop for training on the NSP program.

Training Materials

Basically CDBG

The Basically CDBG training is intended for grantees, subrecipients and developers seeking general information about the Community Development Block Grant Program (CDBG). This document contains the slides that go along with the Basically CDBG Guide. The guide includes an overview of the program and its objectives, as well as chapters on activity selection and implementation, national objectives, housing activities, other real property improvements, public services, Section 108, public facilities; revitalization areas, financial management, IDIS, performance measurement, procurement, environmental review, labor standards, lead-based paint, relocation and acquisition, and fair housing.

Basically CDBG for NSP2 Grantees

This training is intended for NSP2 grantees seeking information on the Community Development Block Grant (CDBG) program. It includes a breakdown of CDBG regulations, a definition of various roles within CDBG and NSP2, a list of eligible and ineligible activities, information on the consolidated plan, and more. It also contains a list of eligible activities for Community-Based Development Organizations (CBDO), Community Development Financial Institutions (CDFI) and faith-based organizations. It includes a description of CDBG national objectives, including low-moderate income (LMI) area benefit, job creation and retention, and urgent need. Finally, it outlines the implications of new definitions of "abandoned" and "foreclosed," and common questions related to all eligible uses.

CDBG Crosscutting Issues

The Community Development Block Grant (CDBG) Toolkit on Crosscutting Issues is designed to provide Entitlement and state grantees as well as subrecipients information on those regulations outside of the CDBG regulations that apply to the CDBG program, as well as to other Federal programs. The Toolkit contains five modules, each with reference materials including applicable regulations, HUD Handbooks and Notices, other HUD documents, and forms. Each module also contains training materials and case studies on key issues and topics of interest.

HOME & NSP: Creating Affordable Housing, Revitalizing Neighborhoods

This training course is intended for grantees, subrecipients, and developers. It compares and contrasts the rules for the HOME Program and NSP program, and highlights the basic rules for each program. It also discusses possible approaches to homebuyer and rental housing activities, and briefly describes other federal requirements and administrative issues related to managing both programs.

HOME Trainings

These trainings are related to the HOME Program and provide guidance on HOME Program rules and requirements. Trainings include: HOME & CDBG: Working Together to Create Affordable Housing, HOME & Environmental Review, Revitalizing Neighborhoods, Subsidy Layering in HOME-funded Projects, HOME Resale & Recapture Requirements, Understanding Mortgage Loan Underwriting, Technical Guide for Determining Income and Allowances for the HOME Program, and Fitting the Pieces Together: Using Public and Private Financing Tools with HOME-Assisted Homebuyer Programs.

NSP2 Kick-Off Conference

This training took place on January 29, 2010. This intensive 1 day event provided grantees an overview of the NSP2 grant agreement and key program implementation tasks. Workshops covered topics such as: how to set up and draw from DRGR; conducting environmental reviews; complying with other federal requirements such as Lead-Based Paint or URA; financial management; and record keeping and reporting as well as monitoring the work of subrecipients, partners and consortia members.
