Opening Session

This session consists of a welcome from Mercedes Márquez, Assistant Secretary for Community Planning and Development, and Yolanda Chávez, Deputy Assistant Secretary for Grant Programs, Community Planning and Development.

NSP2 Launch Requirements

This session provides an overview of NSP eligible uses and national objectives, answers to frequently asked questions and case studies for each eligible use.

DRGR

This session provides an overview of DRGR and reviews how to use the Action Plan, Quarterly Progress Reports, Drawdown, and Reports functions.

Environmental Review

This session provides an overview of standard procedures for conducting environmental compliance reviews and key steps in the environmental review process.

Complying with Other Federal Requirements

This session provides an overview of the following Federal requirements: Uniform Relocation Act and Tenant Protections, Davis-Bacon and other labor laws, Lead-Based Paint, Fair Housing Act and Section 3.

Complying with Financial Management

This session provides an overview of financial management standards, federal cost principles, audit requirements, program income rules, and timeliness of use.

Recordkeeping, Reporting, and Monitoring

This session provides an overview of recordkeeping requirements, reporting using DRGR, RAMPS, and OMB FederalReporting.gov, and NSP2 specific monitoring requirements.

Managing NSP2 Programs for Success

This session provides lessons learned from implementing NSP1 grants and focuses on the following topics: market analysis, staffing plans, use of administrative funds, partnership agreements, acquisition, 25% set-aside, home pricing and sales, and grant management and monitoring.

Lessons Learned from NSP1

This session consists of a panel of NSP1 grantees discussing lessons learned from implementing NSP1 grants. Panel participants include Gary Bachman, Pima County, AZ; John Carpenter, Philadelphia, PA; Beth D. Truby, Denver, CO; and Shelly Landry-Bayle, Santa Ana, CA. Marsha Tonkovich, ICF International is the moderator.

Policies, Procedures, Standards, and Tools

This session provides recommended approaches and tools for developing required policies, procedures, and standards.

Outcome Measures

This session consists of a panel of HUD staff members discussing required outcome measures and HUD's method for reviewing NSP2 effectiveness. The panelists also suggest other types of outcomes measures grantees may wish to adopt. Panel participants include Todd Richardson, HUD Policy Development and Research; Paul Joice, HUD Policy Development and Research; and Mark Mitchell, HUD Office of Block Grant Assistance. The panel is moderated by Marsha Tonkovich, ICF International.


Closing Plenary

This session provides an overview of next steps NSP2 grantees should take following the conference such as signing the HUD grant agreement; setting up DRGR; developing procedures; executing agreements with subrecipients, partners, and consortia members; evaluating sites; and conducting Tier 1 environmental reviews. It also provides examples of resources that can assist grantees in implementing their grants.
